ContextControl and servailance activities play an important role in the management of fishery resources. This case study outlines the situation in Mauritania.
ContentsThe Mauritanian Coast Guard is responsible for monitoring, control and civilian surveillance of fishing activities, as well as search and rescue at sea in waters under the jurisdiction of the Islamic Republic of Mauritania.
It is also responsible, where appropriate in collaboration with the relevant authorities, for
  • environmental protection in the marine environment ;
  • combating illegal immigration at sea ;
  • the fight against fraud, illicit trafficking and terrorist activities at sea ;
  • port and offshore safety ;
  • application of the State’s laws and regulations at sea and of international conventions ;
  • navigation assistance ;
  • any mission entrusted to it by laws and regulations.

It is equipped with the personnel, materials and equipment needed to carry out its missions such as a radar and satellite surveillance system. It also collaborates with fishermen and the profession within the framework of participatory servailance, in particular with the PNBA(the Banc d’Arguin National Park (PNBA) through a protocol signed between the Coast Guard and the PNBA park administration.
Lessons learnedInvolving fishermen in the control and enforcement of regulations is an effective way of reducing administrative burdens and increasing their active participation in resource management.
