Chapter 2 Establishing and strengthening the resource management implementation system
This chapter pertains to working towards creating a system for implementing fisheries co-management or strengthening the existing system. As mentioned in Section 1.2, stakeholders in fisheries co-management include fishermen, as well as other people and organisations directly and indirectly involved in the fishing industry, such as fish processors, traders, and distributors in fishing communities, fisheries administrators, local government officials, politicians, and donors. To use fisheries resources sustainably, it is important that stakeholders understand the need to manage resources and engage in activities related to fisheries resource management in their respective positions.
